This year is the 70th anniversary of the founding of the motherland. In order to celebrate the birthday of the motherland, the Youth League Committee decided to carry out the activity of youth oriented towards the party and the new era of building up in the near future. We hereby inform you of the relevant work as follows:
一、 Introduction
（一） Activity theme
This semester's vitality at the grassroots level theme group day activity, according to the theme youth to the party, building a new era, around five thematic directions to carry out Celebrating the 70th anniversary of the founding of new China activities, each branch in the form of lottery to determine two directions, and around these two directions to extend, expand and practice.
1. New buildings in the old city
Tracing back the historical features of hometown, understanding the new changes of hometown and exploring the value behind the transformation of the hometown will help to enhance the sense of belonging and the sense of mission of the young people for their hometown.
2. The journey of building a strong army
By understanding the thought of building a strong army and exploring the journey of building a strong army, we will have a deeper understanding of the description of the Chinese dream. The dream of building a strong army supports the dream of building a strong country. The heroic people's army will hold high its flag, listen to the party's command and fulfill its mission, and guarantee the great rejuvenation of the Chinese nation.
3. Youth of the times
To explore the stories of different times and young people's struggle for their country, and to show the determination of young people to have the same dream with their country, will help to improve our ideological quality and enhance our sense of ownership.
4. Cultural confidence
Culture and national games are closely linked, and culture and national pulse are connected. To explore the inheritance and innovation of culture will help to build up the cultural self-confidence of young people, inspire the national spirit, cultivate noble sentiments, and portray a brighter future for the nation.
5. Governing the country and benefiting the people
As a contemporary college student, we should also pay attention to people's livelihood issues, explore people's livelihood systems and policies closely related to our lives, observe the changes of people's livelihood with a professional perspective, so as to give full play to professional advantages for recording and learning.
（二） Participants
1. Organizer
Committee of the school of public administration, South China Agricultural University of the Communist Youth League.
2. Participants
All branches of the school of public management at 2018 and 2019 levels must participate, and all League branches at 2016 and 2017 levels voluntarily participate.
（三） Activity time
September 29, 2019 - November 15, 2019
（四） Venue
Each branch shall determine its own location according to the needs of practical activities.
二、 During the event
（一） Practical activities
Each league branch plans and organizes the members of the League branch to carry out the practical activities of the theme of vitality at the grassroots level. The theme practice activity is divided into two stages: October and November. Each branch needs to carry out at least one complete theme activity in October and November respectively, and make a record of the activity. The theme practice activity content in October includes at least one theme micro group learning and one outdoor practice activity.
（二） Activity records and submission requirements
Each branch shall organize and carry out theme group day activities, record the implementation process and effectiveness in time, and submit the theme activity records of October and November respectively in the corresponding time period.
1. Delivery requirements in October
All branches shall hand in the following electronic materials from 12:00-14:00 on October 22 to 206 in building 50 (if there is any change, it will be notified separately) (paper materials will not be handed in during this group day activity):

All branches shall hand in the following electronic materials from 12:00-14:00 on November 15 to 206 in building 50 (if there is any change, it will be notified separately) (paper materials will not be handed in during this group day activity)

3、 Award description
This activity presented 25 awards, including 10 top ten league branches (collective Awards) and 15 activists (individual awards).
（1） Vitality at the grassroots level top ten league branches:
According to the total scores in October and November, the Youth League Committee of the college invited teachers to give scores, and the scores of the staff and teachers of the Youth League Committee accounted for 50% respectively.
（2） Vitality at the grassroots level activists:
The selection of activists with vitality at the grassroots level requires the first selection of a candidate by each league branch. Among them, the candidates of the top ten league branches are bound to be elected activists, and the remaining five are selected by the staff and teachers of the League Committee.
The selection of the League branch shall be subject to self-assessment and mutual assessment. The results of the assessment shall determine the candidates of the branch, and submit the self-assessment report and recommendation letter of the candidates. The specific process is as follows: under the organization of the members of the organization, each branch shall take 100 points as the upper limit, and the members of each branch shall score themselves and other members respectively according to their performance during the activity. The members of the organization shall average each other according to their performance In terms of scores, the person with the highest average score shall be selected as the branch candidate. The Communist Youth League branch committee supervises the whole scoring process. If there is deliberate bias and dishonesty in the scoring, the scoring made by the member shall be removed to ensure the fairness and justice of the selection process.
As a reference for the selection of activists, the candidates should write self-assessment reports after the voters are confirmed. The monitor and the League branch need to write the recommendation, and the handwriting must be signed by the monitor and the members of the League branch committee. The self-assessment report and recommendation book will be released in the communication group later in the activity. All branches need to submit the paper version of self-assessment report and recommendation together with the practice report to building 50 206 at 12:00-14:00 on November 15.
